As per your complain it seems that a boil on your hard palate that was raised and red a day back and turned with a red and white sore seems most probably be a APTHOUS Ulcer..
It can also be due to traumatic injury to the palate with some hard food..

2.Is it painful?
3.Is it increasing or decreasing in size?

Secondly Boil on vulva can be due to pulled hair, hair follicle infection, infect over skin in that area..

As per your answers it seems to be just an Apthous Ulcer commonly known as Canker Sore..
It is not cancer as cancerous ulcers are non healing ulcers that lasts for months to years and progressive in size..
You can start doing well warm saline gargles..
Do Betadine gargles by putting few drops of betadine solution in water..
If it is painful you can apply numbing gel like Lignocaine..
Reduce your smoking habit as heat and chemicals produced will increase Inflammation of the Ulcer and can further become painful..
Take soft and bland diet..
