I would suggest you to stop scrubbing and rather use a gentle cleanser for face wash e.g cetaphil cleansing lotion. Scrubbing can over dry your skin and can cause comedones to turn into inflammatory acne lesions.

A gentle cleanser won't over dry your skin and therefore you may do away with the moisturizer which in turn may be causing acne.

I would suggest you to use a topical antiacne preparation e.g clindamycin or benzoyl peroxide gel as a spot treatment only over active acne lesions during day time.

At night you may use a topical retinoid e.g adapalene gel as a thin film over the whole of acne affected area. Topical adapalene is comedolytic and therefore prevents new acne apart from treating existing ones.

Use clindamycin only over the acne afected area.
You may use clindamcin lotion rather than gel because lotion being alcohol based would dry up within a few minutes as compared to gel which would take longer to dry.
Thereafter, if desired you may use a compact over clindamycin lotion once it dries.
If your skin feels dry you can use a non-comedogenic moisturizer (cetaphil moisturizing cream) over clindamycin lotion after a gap of a few minutes, once clindamycin is is absorbed.
However, it is generally advisable to stop everything else i.e moisturizers, sunscreens, compact etc while using acne medications
