Itching in genital area can be due to causes like Xerosis/ dryness of skin, tinea/ fungal infection, Scabies Or Pediculosis i.e Pubic lice.
Chronic Kidney Disease can itself be a contributing factor to itching in dialysis patients i.e uremic pruritus.

Brief Answer:
Moisturizer and oral antihistamine
Detailed Answer:
Thank you.
Most likely the itching is due to Xerosis of skin. I suggest you to use a moisturizer e.g Venusia XXXXXXX lotion, twice daily. I also suggest you to take an oral antihistamine e.g Cap. Spectra 10mg (Doxepin) once daily in evening.
