Brief Answer:
Possibly an edema blister

Detailed Answer:
Hello. Thank you for writing to us

I am dr.kakkar (dermatologist). I have gone through your query and i have viewed the image.

This looks like a non inflammatory tense blister. To me it seems like an edema blister. Does she has edema in her feet? If yes, the underlying edema should be treated.
Does she have any medical condition like congestive heart failure, liver or renal dysfunction, venous thrombosis or anemia?
I would also suggest not to keep her legs in a dependent position for too long.
For the blister she may simply use a topical antibacterial cream e.g mupirocin or neosporin ointment. No need to rupture the blister.

Regards
