Question: How do I find a urologist and set up an appointment with one? Also how expensive is a urologist appointment?

I am not sure about exact fee for an Urologist consultation.. It works cheap if you hold a insurance and you have small co pay. If you do not have an insurance it costs up to $200 if you pay cash and you can ask for cash discounts as well when you book an appointment.

I can understand your concern.
Jelqing can cause small nerve damages or small vessels damage. Sometimes it will heal on its own but it will take time.
However I suggest you visit doctor to rule out any internal injury. If doctor find anything abnormal he may go for surgery. Or it can be managed medically. Rejuvenation therapy to increase blood flow to affected part. Treatment will be decided by your doctor.
Meantime I suggest you Anti inflammatory medication like Ibuprofen.
Do not attempt to do masturbation.
You can apply topical antibiotics if you have bruise.
It can take time so you need to be patience.

Okay I have slowly begun to stop masturbating as much and I have noticed that my erection size and ability to maintain them are returning closer to normal, but my flaccid size is still smaller than it used to be. Also there is dark blue horizontal line on the center of my penis that won't go away and the skin on my penis is extermely loose and strecthed out. I'm hoping these things will heal over time, but I don't know if they will.
