Question: My adult daughter is experiencing eye bluring in one eye "like when you look at the sun and
are a little blinded". What could this be related to?

These symptoms of blurring of vision in one eye indicate a most probable refractive error in that eye.
This can be detected by simple vision and refraction testing done by optometrist. If vision and refraction testing is normal then we need to rule out other causes involving the retina like serous retinopathy or macular problems of the retina. These problems can be detected by ophthalmoscopy by a eye specialist.
Hence I advice you to consult your optometrist or ophthalmologist for examination and vision testing to find out the underlying cause.

It can occur in migraine.

Migraine can cause this but in migraine the blurred vision will be transient, seen before an episode of migraine and recovers completely after the episode.
If the blurred vision is transient and being followed by headache then it confirms migraine.
