Question: What are these bumps right below the head of my penis on the back side?

I have not had a history of sexual intercourse at all. I developed these weird bumps right after puberty, so about at the age of 13. The temperature where I live is normal, a little humidity but nothing absurd. I find myself constantly sweating in the genital region throughout the day. I shower once a day, sometimes twice a day. I would rate my personal hygiene a 4 because I always make sure I am cleaned up. I masturbate pretty often, no more than 3 times a week. The region is usually left wet.
Also, they are not usually as red as they are in the picture. They are white and don't itch or cause any pain. They have kind of a rough texture to them as well.

It seems like you have a fungal/yeast infection. Here is my advise:

+Get clotrimazole cream and apply over the clean and dry region twice daily for the next 20 days (the cream is available over-the-counter, so you should be able to get your hands on it easily)
+Do not leave the region wet
+Avoid masturbation for the next 14 days
+Change your inner wear twice daily
+Dry the region after using the toilet
+Dry properly after a shower
+Make sure you shower everyday
