See first your Neurologist.
Detailed Answer:
Hello and thanks for using HealthcareMagic,
I have read your question and understand your concerns.
Possible diagnoses in your case are degenrative cervical spine disease, herniated disc disease, occipital neuralgia, etc.
In my opinion, you should see first your Neurologist who can examine you medically and can order proper tests ( imaging studies such x-rays, MRI of your cervical spine ) in order to achieve a correct diagnosis.
After the diagnosis treatment ways should be clear: physical therapy, NSAID drugs use, epidural injections, spine Specialist consultation.
Hope you found the answer helpful.
Let me know if I can assist you further.
Take care.

Brief Answer:
MRI and x-rays of cervical spine.
Detailed Answer:
Welcome back.
X-rays and MRI of your cervical spine are necessary to get a correct understanding of your condition related to neck issues and to assess the possible treatment ways.
I think TMJ problems are separated from spine problems in your case.
Hope I helped you.
Kind regards.
