It appears to be either scrotal dermatitis or fungal infection.
You can clean area with warm water twice daily .Apply moisturisers for now as it appears dry.
It is not clear about site of discharge .Get back about its details
Wear loose cotton inner wear.
See there is no friction or irritation.
If persists consult your doctor for complete examination.
If no discharge it is unlikely to be STDs.
