Brief Answer:
Can be Sinus head ache most likely.

Detailed Answer:
Hi

Thank you for asking HCM

I have gone through your query. Your wife's problem can be most likely sinus head ache. Infection or allergy to sinus can result in such head ache. Examination by ENT specialist will be helpful to rule out this.
In such case using nasal decongestant sprays like Xylometazoline ( otrivin) , antihistamines like cetirizine (Zyrtec) and NSAIDs like Ibuprofen will be helpful. Taking chewable vitamin C like Limcee or Celin is good also.
As she has recently started shatavari , avoid it for some days to see whether there is improvement. There are reported cases where shatavari causing head ache in some.

Let me know if anything not clear.
I am happy to help you.
Thanks.
