What Causes Lips Vibration And Mouth Opening And Closing On Its Own?

Question: Hi. my father in law who s 59 years old is having a strange problem.
his lips starts vibrating his mouth opens up and closes on its own.

can you please suggest what this could be and whom should we consult?

he is on insulin since past 2 years. no other medicine he takes
