Detailed Answer:
Hi dear and thanks for your query.
First:
Painful urination with blood have many reasons .
Painful urination is most often caused by an infection or inflammation somewhere in the urinary tract.
It may be due to :
Bladder infection
Swelling and irritation of the tube that carries urine out of the body (urethra)
At your age this is common due to changes in the vaginal tissue during menopause (atrophic vaginitis).
Use of Petrolium jelly and Neosporin can help in lubrication of your genitals ,but they may cause irritation of your genitals if they are used for a long time .
Hence if you have used it for a long time ,stop using them .
While you have done a urinalysis ,diagnosis of urinary tract infection can be done
Hence wait for results.
Than ,if the infection will be there, doctor will prescribe you a course of antibiotics.
During this time use much more fluids ,especially water .
Second:

atrophic vaginitis
or ovary mass
Third :
