Brief Answer:
Due to diabetic neuropathy. Get neurological opinion.

Detailed Answer:
Thanks for asking on HealthcareMagic.

I have gone carefully through your query and understand your concerns. It seems that your mother has developed peripheral neuropathy as a sequel of the long-standing diabetes. Deficiency of Vitamin B12 could be involved with such a presentation. Taking methylcobalamine (Vitamin B12) 1500 mcg supplement per day for at least a couple of weeks should help in improving the situation. Additionally you should get her evaluated by a neurologist.

Let me know if I could help further.
