Detailed Answer:
Hello,
Welcome and thanks for posting your query to the forum.
I can understand your concern for the white rings on the undersurface of the Penis.
After analyzing your pictures along with the history I can make out a probable diagnosis of "Mucosal Lichen planus".
In view to help you best I request you to kindly check your oral mucosa (inside surface of mouth especially inside surface of cheeks ) and see whether similar such lesions are present or not. Also kindly tell me if you have any other skin lesion anywhere with violaceous or purple color.
Hope to hear soon from your side.

Detailed Answer:
Hello young fellow,
Welcome again to the forum and thanks for your swift response.
I happy to tell you that your condition very simple, trivial thing which we very often see in our clinical practice. As I said before it is just an isolated patch of "mucosal lichen planus".
To tell you more about this condition: our skin is a multilayered structure. It has got a tendency to have wear and tear by multiple factors. These factors causes bit change in the architecture of the superficial skin which we perceive as these kind of patches which you have.
Sometimes it can be seen in generalized form and even the inner skin of mouth is also involved, which you don’t have. So there is nothing to be worried about the same and you can very well relax.
Many a times I counsel persons anxious for the possibility of any sexually transmitted infection in hte same. This is also not a sign of any kind of sexually transmitted disease or related thing. SO you can very well relax for the same too.
Though in general it doesn’t require any treatment and can vanish by itself. The only issue is if it increases in its size. In that case I refer a mild steroid based cream such as Hydrocortisone or fluticasone for 15 days of the period.
I reassure you fully for this spot is a simple thing and no active intervention is required at this time.
I hope this information will help you. I will be glad to guide you any further o if not then can close the query and rate the discussion.
