Hello and welcome to HCM,
Yes the symptoms of pain in the region between right thigh and upper body can be due to hernia.
You need to consult a surgeon for clinical assessment and relevant tests to confirm the presence of hernia.
After hernia is confirmed further surgical procedure can be done to correct the hernia.
In case hernia is not present, other cause of pain has to be sought out.
You can consult a pediatric surgeon if one is available near to your place.

Thanks and take care
