Can be either BUT the effects of the marijuana would be WHEN it is there, and not when it isn't there. Marijuana changes the circulatory tone. Unlike cocaine or even cigarettes, this change in circulatory tone (slight increase in heart rate and blood pressure, variable change in flushing of the skin) isn't all the much and not all that risky. But, you might notice it. It would be during smoking and for about 1-2 hr after but not when you aren't smoking it.
HORMONAL hot flashes would be all over the map in terms of timing. And it is a symptom of being near menopause as much or moreso than being actively IN menopause.
