Does A Small Delamination Of Brain Cause TIA?

My mom has been having on going spells of what seem like TIAs. She is in her 40 and has a history of stokes in the family. A small delamination in brain was found in a MRI. Could this be conclusive enough to suggest it is a TIA or does this suggest of another cause to the symptoms.
