Derived from the Latin puberatum (age of maturity), the word puberty describes the physical changes to sexual maturation in both males & females. Puberty which starts earlier than usual is known as
precocious puberty. Puberty which starts later than usual is known as
delayed puberty.
So when you say 'puberty stopped' what exactly do you mean?
It is probably on attaining puberty that you started masturbating & felt the sexual urges that a young boy or girl at your age is wont to feel.
Being a boy just means that one of the first signs of attaining puberty is probably 'ejaculation' & going by current literature, that should be around age13 which is @ the point you currently are. For girls it can be anywhere between 11-13 when they attain what is commonly termed 'menarche'.
Masturbation does not affect the puberty spurt or any growth phase associated if that is what you allude to. However, the other way around may have some significance in that most young people discover the joys of masturbation around the time they attain puberty!
So to put things in perspective, both are more or less synonymous to begin with & neither effects the other negatively.
