Unfortunately you have not mentioned the site where the temperature was taken. You see the skin temperature can be quite inaccurate. It is usually lower than the core body temperature. And is easily influenced by the room temperature conditions and winds. So if the surroundings are cool, the skin temperature is likely to be low.
I am also assuming, since your query is silent about it, that you do not have any symptoms in association with this low temperature. So I would have asked a patient who had come to visit me in my clinic to relax.

Thyroid should be tested. I would go a bit further and suggest checking sugars and Vitamin D as well.
