How To Heal The Lump In The Side Of The Belly Button Caused By An Incision?

I had laparoscopic tubal ligation on 8/31 and the incision inside my belly button seemed to have healed completely except for a hard lump to the side of my belly button. But on Sunday I noticed that it was starting to ooze blood. Monday I had a yellow waxy substance oozing out. I've been cleaning it with rubbing alcohol and q-tips. Yesterday I had a plug of yellow/orange/red stuff come out and this morning it's crusty. The second incision by my pubic bone has been pushing my dissolvable sutures out. Could this be the same thing or something more serious?
