Understanding your concern. As per your query you are suffering from hives around suprasternal notch (jugular notch) which seems to be due to external stimuli such as environmental factors, cosmetic product or side effects of any medicine, food product. It is very important to find out what exactly causing hives or what factor is responsible for their occurrence, because treatment depends upon the causative factor.
