Is Swelling And Paining Knee A Symptom Of Arthritis?

I had meniscus repair and was told to put weight on it the day of surgery, I had no crutches.and fell getting out of the car, extreme pain and swelling occurred and had to be drained, it was fluid and blood mixed. did I reinjure my knee, doctor never told me what he found .Since, popping and a locked knee occurred. It feels unstable. 3 months of PT and there is still some swelling and pain at bending. He wants to do steroids but I declined and am getting a second opinion to see whats going on inside my knee. It gets stiff thru the day. Could it just be arthritis inflammation.

Steroid are no solution but a time gain procedure.
