Is There Chances Of Survival If Breathing Only 5 To 7 Times Per Minute?

After a CT Scan is negative, and a EEG is showing a little bit of activity, can a patient be declared dead or almost dead? She suffered a cardiac arrest at the hospital, it was less than a minute until the doctors bring her back, after three days she started to breathe by herself but just 5 to 7 per minute. The cardiologist said that she has no chances. I need a second opinion.
