Suffering From Constant Headaches, Blood, Eye Test Normal. BP High. No Relief With Medicines. Cure?

I have constant headaches at least two to three times a week. I went in to see my doctor I am an African American woman forty + years old and unfortunately 50lbs overweight. My doctor did blood work on me and everything came back normal. I also had a CT Scan that came back normal along with having my eyes check (normal). I thought it might be my blood pressure (hypertension) which was 138/84 it was the first time being that high. Over the counter meds are not helping any suggestions. Thank you

Two possibilities are there,
1 May be tension ( stress ) related headache.
2 May be perimenopausal syndrome.
As you mentioned that Blood Pressure is 138/84 mm of Hg , actually at this age this blood pressure reading is normal.
As all tests are normal so get in blood for estrogen , F S H/LH ratio.
Consult a hynaecologist/psychiatrist and get their opinion.
