What Causes A Burning Pain With A History Of Plantar Fasciitis?

I was diagnosed with plantar fasciitis in March 10'. I did all conservative treatment for PF and once I started wearing rigid custom orthotics I became debilitated in 2 months. Why after all conservative treatments would my condition worsen so much? Could the orthotics cause Tarsal Tunnel Syndrome? I had seen a new doctor last month because I wasn't getting any better after 8 months of rest, icing, and stretching and 5 pairs of orthotics and he diagnosed me with TTS. I have a neg Tinels sign but I can barly stand/walk for 10 min and have only burning pain at night. I stopped wearing the orthotics and my feet feel much better, but still only able to walk 10 at a time and have burning pain at night. Should I wait and see if I get better or opt for surgery? Thank you
