What Causes A Small Knot Where The Fracture Was At The Sight Of Dog Bite?

I have a friend whose 2 year old daughter was bitten by a dog last year. She had a small skull fracture due to that, but it has now healed and she is fine. My friend is worried because there is a small knot where the fracture was. Could this be scar tissue or is it just where the bones in her skull fused back together? Is it any cause for concern for my friend or is this normal?

These small abnormalities they will remodel during growth.
