My mother is 84 & recently had cellulitis her GP says that has cleared up. However, she still has lumpy lower legs and they sting, her GP says it's gravity. She has osteoporosis and scoliosis and finds it difficult to walk, but has been told it's old age.
As per your history regarding your mother's health I shall comment that the residual swelling is aftermath of healed cellulitis. I get get subside with time and some physiotherapy exercises.
