What Causes Puffiness And White Ring Around A Mole?

I have had a smaller mole on my arm for as long as i can remember, but i woke up this morning and it it puffy and has a white ring around it surrounded by a larger red ring and is tender to the touch. What could this possibly be caused by? Is it of concern, and should i see a doctor?
