What Causes The Missing Of Right Vertebral Artery?

Hello. I am a 46yr old RN & recently discovered-per MRI of the brain w/contrast, I have a missing Rt.vertebral artery & the left one is severely twisted & pressing on the medulla.They are saying it is congenital. I've had symptoms for several yrs.and now they are pretty severe.BP ranges around 160/100.(Norm.is very low: approx.80/50.) They are saying it is congenital. Any hope for me? I know surgery can be life-threatening.
