What Do Red Dots All Over The Body Indicate?

I had a breakout of piticia on both of my arms and are getting the red dots all over body what can be causing this and I am not taking anything like aspirin? on arms thye went together and have made a place about 3 inches long.. horrible looking red. no pain.
