What Does A Rim Below The Lip Inside The Mouth Indicate?

I have a rim right below my lip on the inside of my mouth. It is bothersome and feels strange. My bottom lip is also very dry. I have been putting vasaline on my lips, but it doesn't help the inside. What do you think I have? What should I put on the inside of my lip.
