Hi ! There is no hernia named arterial hernia, unless your doctor has meant an arterial aneurism. However an arterial aneurysm is likely to produce a palpable pulsation over it, which is not there in your history. Possibility goes more towards a recurrence of the hernia and I would advise you to get reviewed by your surgeon again to draw any conclusion and proceed further.
Wishing you an early recovery.
