What To Do For The Mole On My Daughter S Arm?

My daughter has a mole (beauty spot) on mid arm. Surrounding this her skin is pigmented red. The mole is very sore to touch. Also recently a small spot on mid neck when knocked bleeds. I say spot as it not a mole like but has been there now for a month. Shall I be concerned. She suffers from Tylosis
