Many a times when nasal passage is blocked baby breathes from mouth and this leads to dry tongue and if associated with fever then hot breath sometimes causes slight crak in lips which can come with a drop or two of blood. Look if it is not a stain from the oral medicine you are using. If fever is continuing and blood stain is there get her examined.
