Can You Name A Surgeon Who Does Neurectomy Under Insurance Coverage?

I hope you can understand this but I had a knee replacement 6 years ago and 3 years it was fine and has hurt for the last 3 years and the last 3 months has gotten to where it is really painful, goes out from under me. I was sent to another orthopedic surgeon and he said it was the nerve around my knee cap. He referred me to a plastic surgeon. He deadened the nerve and for 4 hours no pain. His suggestion was right decompression saphenous nerve at thigh with neurectomy right medial superior retinacular nerve and neurectomy right medial infrapatellar nerve. He can do the surgery and I have medicare and Tricare for life but he wants 3900.00 up front which I am elderly and on a limited income and need a dr that will do it for the insurance. Every plastic surgeon I have called does not do that type of surgery. Can you recommend anyone at all that can help me.
