Diabetic neuropathy is a complications of uncontrolled diabetes. It would normally occur after at least a few years of uncontrolled blood sugars. Sleep apnoea would present with history of snoring, episodes of waking at night due to temporary inability to breath, day time drowsiness. It is more likely to occur in persons with excess weight.
He can consider the emergency departments who may assess him for a minimal amount.
