Does Lactose Intolerance Cause Mucus?

My 9 month old son has a runny nose, bright red cheeks, and is fussy. He does not have a fever. He tried cottage cheese for the first time today. He has a lactose sensitivity. He has also been sneezing on and off with lots of mucus that runs out of his nose. Please advise.
