Ingrown Hair, Discoloration Of Skin. Having Hypothyroidism. Suggestions?

I have been having bad ingrown hairs for the last year I thought were from shaving. I got one in august thatcwas abcess. I couldnt finish the antibiotic cuz it made me sick. The big abcess did finally drain but there are at least 3 on each side of my underwear lines. They just wont go away or come to a head they just sit stagnant. I have discoloration of the skin its a constant anoyance. I stopped wearing underwear and that helped with the pain. I do have hypothyroidism if thats a factor I dont know. What could I do as a person who cannot afford surgury?
