Is Fever And Headache A Symptom Of Meningitis?

"my 9 year old son has a fever of 100.6 and vomiting and a headache. His neck is not stiff. Could he have meningitis? Last week he had a stomache virus which lasted 24-hours and the week before that he had fever and headache. we've been to the doctor. they did a flu test and the results were negative.
