Should I Consult A Neurologist For The Bulging Discs Of L1 And L5?

I went to the ER this yesterday. I was diagnosed as having 3 bulging discs between L1 and L5. I was told to follow up with an Ortho doctor, but friends in the medical field suggest I see a neurologist. What is your opinion? Also, is that something that requires surgery?
