Suffered Brain Haemorrhage, Diabetic. Has Cold, Cough, Chest Congestion. Treat With Deriphylline?

My father-in-law has been a type-2 diabetic for quite a lot of years now and recently suffered a brain haemmorage He is now suffering from severe cough from cold and chest congestion with mild breathlessness also. Can we treat him with Deriphylline medicine considering his diabetics - is it a steroid that will increase the sugar levels?

Elderly with T2DM associated with cerebral hge, with chest infection-better to manage with duollin/budecort inhalations along with insulin according to blood sugars with chest physio. the above measures will improve the pt's condition.
