Suggest Treatment For Hyperpigmentation Of Skin

Hi!
I have always had sensitive skin prone to dermatitis (sebborrheic and atopic).When I was a kid I had a severe case of eczema that cover my most of my legs and thighs. After the infection(if you can call it that) healed I developed postinflammatory hyperpigmentation, and was told that it in time would fade.

Ten years later (i am 23 now) it has gotten a little bit better but my skin is very much hyperpigmentated around those areas. Is there anything I can do to get rid of the excess pigment?

My skin is very dark (similar to Akon's complexsion). I'm 161 cm and weigh 52 kg. Other than my dry, sensitive skin I have not had any other medical issues. Oh and I live in Sweden, which means very cold climate 9 months a year.
Huh.. guess that's it! I thankful for all the help I can get.
