What Could Sore Throat With Phlegm Indicate?

my daughter just finished her antibiotics (ceclor) last aug 30 for her UTI then she got a fever again at midnight when we take her to the emergency the doctor told us that she has a soar throat so she gave us ibuprofen. and then yesterday her pedia check her and told us that she has very much phleghm so they decided to admit my kid for several days. is it serious? i don t know where and why she get that kind of virus.
