What Is The Remedy For Lump On Penis?

my 2 year old son has a small lump at his penis, at the middle or body of the penis, according to the doctor it is smegma impacted and he said the only solution is to remove, meaning operation. i want to know if it really the operation is the only solution, no oral medication?
