What Could Small Head Circumference In An Infant Indicate?

Baby was adopted and at birth his head was 12 1/4 inches and now at 8 months his head circumference is 16 inches. His head did not grow in the last month. He had a ct scan and blood work and everything came back normal. His birthmother was very small/petite. We do not know much about the birthfather. He is meeting all of his developmental milestones. Do you think anything is wrong?
