What Causes Pain In The Neck And Back And Numbness In The Leg?

Hey I'm a 31 year who have been suffering from neck and back pain, tingling and numbness in both hands leg. I was recently told that xray showed that I have bilateral cervical ribs do you think that I have thoraic outlet syndrome. Also my RBC Palate count, and my eosinphil is low and my lymphocyten and monocytes are high can you help me figure out what is going on the doctors here cant find anything wrong.
